The first week of Florida's 2024-2025 Legislative Session is officially over, and we have eight more weeks to go. Let’s review what it means for everyday people and what we should watch out for. 

Lets cover some of the positive bills  we’ll be following this session:

  HB 985/ SB 1244, sponsored by Rep. Eskamani and Sen. Torres

We are still facing a housing crisis and after last year's legislative session, it’s clear we need robust tenant protections in Florida. HB 985/SB 1244 would create a statewide comprehensive Tenant Bill of Rights that includes: increased notice of rent increases, right to counsel, and much more.

 Harry T. and Harriette V. Moore Voting Rights Act, sponsored by Rep. Bracy Davis and Sen. Thompson

Voting rights are the cornerstone of any functioning democracy. Floridians deserve voting access that is simple and accessible to all eligible voters. The Moore’s Voting Rights Act would provide same-day and automatic registration, increased language access, permanent vote-by-mail, protections against racist vote dilution, and Election Day as a holiday.

 HB 1525/SB 904, sponsored by Rep. Joseph and Sen. Polsky

Florida voters made it clear when WE passed Amendment 4 to restore voting rights to returning citizens: democratic engagement is a right. HB 1525/SB 904 would hold the Department of Elections accountable for providing timely responses to an individual request of voter eligibility as well as providing certifications to those deemed eligible to vote. In the case where a timely response is not provided, an individual who registers to vote is not held criminally responsible. 

 HB 1631/SB 1606, sponsored by Rep. Campbell and Sen. Torres

For years, Florida Rising organizers and members have demanded clean air and waterways in their communities. With Florida being the trash incineration capital of the U.S., we must hold the multi-million dollar operating companies accountable and ensure proper standards are upheld. This bill would create 24- hour air quality monitoring, move funding for incinerators to the Department of Environmental Protection, and require funding be withheld if EPA standards of air quality are not met.

 SB 1564, sponsored by Sen. Torres

Housing is a human right and no child should be forced to live on the streets - nor should pregnant parents. Florida has one of the fastest evictions in the country, with only 5 days between the notice and the eviction. This bill creates a common-sense requirement that landlords must provide a 90-day  notice to pregnant tenants and those with children before evicting them.

It’s going to take every one of us to make these proposed bills a reality here in Florida. We must flood the inboxes and voicemails of our legislators to build support behind these bills. Tell a friend, tell a neighbor, and let’s mobilize! 

Now for the bad news

  HB 31/SB 64, sponsored by Rep. Edmonds and Sen. Osgood

While this bill contains some positive aspects - like mandating air conditioning in all rental units -  it also caps rent increases at an awestriking 30%, meaning a landlord could increase a tenant's rent up to thirty percent of their current rental agreement. For Florida tenants who are already suffering from out-of-control rent hikes, we support an amendment to lower this value to 5% per year and rein in Florida’s out-of-control rental market.

 HB 359/SB 1752, sponsored by Rep. Jacques and Sen. Ingoglia

A gift to election deniers, this bill would unnecessarily complicate Florida’s voting systems by allowing for hand counting - a dangerously inaccurate and time-consuming process- and making the codes for voting machines more readily available. The Senate version would mandate hand counting in two precincts in every county.

 HB 601, sponsored by Rep. Duggan

Florida has over 20 civilian or citizen review boards that work to establish trust and transparency between our communities and law enforcement. This bill would not only eliminate those existing boards, but further preempt the ability of local governments to investigate or process complaints against law enforcement.

 HB 683/SB 480, sponsored by Rep. Yeager and Sen. DiCeglie

As communities across the state demand a transition to zero waste policies, this bill would allow utility companies and gas companies to receive subsidies and funding for “conversion” to “renewable” natural gas. A complete misnomer, renewable gas comes from a collection of gasses released by landfills and wastewater facilities and when burned, they release the same amount of pollution as other natural gasses, bringing the same destructive effects on human health, Florida’s wildlife and ecosystem.

 HB 1519, sponsored by Rep. Borrero

This proposal imposes a complete abortion ban from the moment of conception, with the only exception being when the pregnancy threatens the life of the individual. The bill removes all exceptions for cases of rape, incest, and human trafficking. Additionally, it seems to increase the legal consequences for individuals involved in performing, assisting with, or obtaining an abortion.

We have a responsibility to fight back against the attempts to legislate away our rights, our safety, and our futures. Contact your elected officials to vote NO.
